P2APBN 2021 Bill Passed into Law

The Bill on Accountability for the Implementation of the 2021 State Budget (RUU P2APBN) was passed into law during the 4th Plenary Meeting of the House of Representatives (DPR) for the First Session Period of the 2022-2023 Session Year, Tuesday (09/06), at the DPR Building, Jakarta.

Minister of Finance Sri Mulyani Indrawati expressed appreciation to the DPR for the completion of the deliberation of the bill.

“On behalf of the Government, I would like to extend gratitude and appreciation to the Speakers and all members of the DPR for their excellent support and cooperation in this public accountability process,” Sri said when delivering the Government’s Final Opinion at the Plenary Meeting.

The Minister said that the deliberation of the 2021 P2APBN Bill reflects a process of accountability for the implementation of the State Budget to the DPR as people’s representatives, after going through an audit process conducted by the Supreme Audit Agency (BPK). The deliberation of this bill has also followed the rules and legislative process of the DPR. Thus, the 2021 P2APBN Law provides confidence to the public that the State Budget has been managed in efficient, transparent, and accountable manners.

“In the deliberation of the bill, we received notes, input, and various kinds of corrections from all factions of the DPR for improvement and effectiveness in the management of the State Budget, which we will continue to study carefully and implement in accordance with the regulations,” she said.

On that occasion, the Minister also expressed appreciation to the extraordinary support of the DPR in implementing the 2021 State Budget and in facing the challenges of health problems, social protection, and economic recovery. This is because the 2021 State Budget was drafted in 2020 at the beginning of the COVID-19 pandemic and in a situation full of uncertainty.

“The Government and the DPR remained optimistic that in 2021 Indonesia will recover starting in the third quarter of 2020 along with the mass vaccination program in early 2021. Nevertheless, the Government and the DPR still have to stay vigilant as shown through the flexible 2021 APBN policy draft so that we can respond to the ongoing uncertainty,” explained Sri.

With various policies and optimal synergy measures between the Government and the DPR, she added, the Indonesian economy in 2021 could grow 3.69 percent and inflation was maintained at 1.87 percent.

Meanwhile, public welfare indicators also improved by successfully reducing the poverty rate from 10.19 percent in 2020 to 9.71 percent in September 2021, the open unemployment rate also decreased from 7.07 percent in August 2020 to 6.49 percent in August 2021.
